Should hybrids have noisemakers so that pedestrians can hear them coming?

 Yes, silent vehicles are a danger to blind pe­ople and others.
 Maybe, there are going to be a lot more elect­ric and hybrid vehicles and we have to c­onsider the safety implications.
 No- we should be doing everything possible to­ make cities quieter, and it is the driv­er's responsibility not to hit people. D­o we insist on baseball cards in bicycle spokes?
