Bill Ritter recently vetoed a bill to waive government background checks when buyers can PROVE they already had a background check by presenting a concealed carry permit. Now he plans to implement a new fee to force all gun buyers to pay the state for the cost of INVESTIGATING THEMSELVES before they can exercise their Constitutional rights to have a gun.
